Planning Application Support

What planning application support can LTP provide?

LTP support planning applications by identifying and delivering the transport work needed to address potential highways issues and avoid objections.

The level of assessment and any required mitigation will depend on the development type, site characteristics and surrounding highway network. LTP’s experienced transport planners focus on securing approval from highway officers.

LTP review each project to identify the likely requirements based on experience of local and national standards. The approach can be tailored to suit different project strategies, whether minimising upfront costs or undertaking more work early to reduce the risk of delays later in the planning process.

When should I engage a transport consultant

LTP recommends involving a transport consultant as early as possible, ideally before submitting a planning application. Early input can help identify potential constraints, reduce risk and ensure the appropriate level of assessment is undertaken from the outset, helping to avoid delays later in the process.

Where programmes and timescales are already advanced, LTP can also work to tight timescales.

Why choose LTP?

As part of every project, LTP carries out an initial review of the site to identify any potential highways issues.

If there are significant or potentially challenging constraints, these are highlighted clearly at an early stage. LTP also has extensive experience working with complex and constrained sites, often identifying practical and workable solutions.

In addition to defined outputs such as Transport Assessments (TAs) and Travel Plans (TPs), LTP can prepare targeted Transport Notes for smaller schemes, focusing on specific issues such as parking provision, vehicle tracking and visibility requirements.

Case Study

Hilton Hotel, Hull

LTP provided transport planning and highway design support for this city centre hotel development.

Our Role

LTP produced a Transport Assessment (TA) and Travel Plan (TP) to support the planning application. Following planning consent, LTP also provided the detailed design of S278 highway works around the building entrance, including taxi parking and S38 land dedication.

The Outcome

There was no objection from the local highways officer, helping the scheme obtain consent from the planning committee. The highway designs also obtained technical approval and have since been constructed, supporting the successful delivery of a key city centre redevelopment scheme.

Here’s answers to some of the questions you might be considering, but you can also find more on our FAQs page.

Can you explain the transport requirements for my project in simple terms?

We understand that transport is just one element of the planning process and that the terminology and policy framework can be complex. We pride ourselves on providing clear, straightforward explanations so you can fully understand what is required.

You can also read more about how we support clients through the process on our LTP approach page.

What information do you need to provide a quote?

Typically, we need the site location and a brief description of the proposed development (e.g. number of dwellings or floor area), and any available plans or drawings are helpful.

If you have any pre-application feedback from the Council’s Highways team, then we can tailor our approach to cover all of their comments.

If information is limited, we can still undertake an initial review and guide you on the next steps.
