Traffic Engineering & Management

What is Traffic Engineering & Management?

Traffic engineering and management is about making the best use of the existing network, improving how streets and junctions operate so they work better for everyone. It covers the assessment, design and operation of measures that help to reduce delay, improve safety, and support walking, cycling and public transport, while still accommodating essential traffic and servicing.

LTP applies a practical, evidence-led approach to developing solutions that are both effective and deliverable. Work typically ranges from town centre and corridor studies, through to junction improvements, parking and loading reviews, and traffic signal optimisation.

When might I need a traffic engineering or management study?

Traffic engineering and management input is typically required where there are existing or anticipated issues with how the network operates, or where changes are being proposed that need to be assessed and managed. This may include addressing congestion, improving safety, reviewing parking and servicing arrangements, or supporting the introduction of new development.

LTP undertakes a wide range of studies and design work, including:

  • Traffic management and town centre studies
  • Junction assessments and improvement options
  • Traffic signal modelling, optimisation and coordination.
  • Parking, loading and servicing reviews
  • Road safety studies and scheme development
  • Traffic Regulation Orders (TROs)
  • Traffic Management Plans (TMPs) to support construction and operation of development, ensuring that impacts on the local network are minimised and managed effectively
  • Delivery and Servicing Plans (DSPs) to manage servicing activity more efficiently and reduce impacts on local roads

Why choose LTP for my project?

LTP combines practical traffic engineering with robust analysis to help clients identify issues and develop effective, proportionate solutions. Recommendations are underpinned by the right level of survey evidence, modelling and appraisal, ensuring they are clear, defensible and deliverable.

The team regularly supports local authority clients on traffic engineering and management projects, from identifying network issues through feasibility and option appraisal, to modelling and scheme development.

LTP also works with developer clients where proposals affect the highway network, including the preparation of Traffic Management Plans (TMPs) and Delivery and Servicing Plans (DSPs) for planning applications and/or to discharge planning conditions or S106 obligations.

Case Study

Flintshire Cycle Routes

Route appraisal, design and delivery support for new strategic cycle links connecting Deeside Enterprise Zone with surrounding towns and communities.

Our role

LTP led route appraisal and design work across multiple corridors, including site assessments, option development and detailed design to address constraints and opportunities within the existing network.

The outcome

The programme established a clear framework for developing and delivering strategic active travel routes across Flintshire, supporting the identification and prioritisation of schemes.

What our client said

“LTP’s work has been to a high standard, delivered on time and to budget. A number of schemes have now been delivered on the ground and we’ve retained LTP’s services to help deliver additional active travel routes”
