What is traffic signal design & modelling?

Traffic signal design and modelling focuses on improving how traffic signal junctions and networks operate, using evidence-led analysis to reduce delay, improve reliability and support safer movement for pedestrians and cyclists, as well as general traffic.

LTP’s approach combines targeted surveys with proportionate modelling to understand existing conditions, test options and develop practical recommendations. Modelling outputs are typically used to support scheme business cases, design development, stakeholder discussions and obtaining technical approval from local highway authorities.

When might traffic signal modelling or design be needed?

This type of work is often required where junctions experience congestion, unreliable journey times, safety concerns, or where changes to the highway network need to be tested before implementation. It can also be needed to support development access and mitigation, or to understand the impact of temporary closures and diversion strategies.

Typical services include:

Junction and network modelling using tools such as LinSig and TRANSYT, including calibration/validation and base/future scenario testing.
Signal option development and appraisal, including changes to staging, control strategies and capacity enhancement.
Signal design and refurbishment programmes, including upgrades to existing installations and associated technical work.
Signal linking/coordination studies, including assessment of corridor performance and coordinated operation.
Crossing design (e.g. Toucan crossings) and supporting analysis.
Production of signal controller specifications such as TR2500 and MOVA.
Signal design and modelling to support development access and mitigation, including new signal-controlled junctions.

Traffic signal design and modelling to support a 322-home residential development, including a new signal-controlled access onto a busy A road.

Our role

The team developed the traffic signal design for the proposed access junction, supported by technical work to demonstrate its performance and respond to highway authority requirements.

A Road Safety Audit was also undertaken to support the design and ensure a safe, compliant solution.

The outcome

No objection was raised by the highway authority, and the scheme was subsequently approved on appeal and delivered.

Can you provide independent Road Safety Audits (RSA)?

Yes, we have accredited and experienced Road Safety Auditors who undertake fully independent audits in accordance with relevant standards (GG 119). Where we have prepared the design, audits are always carried out by qualified auditors who have had no involvement in the design process. We can provide Stage 1, 2, 3 and 4 audits.
