Road Safety Audits

What is a RSA?

A Road Safety Audit (RSA) is a formal process involving an independent check of proposed changes to the public highway. Auditors are experienced and independent from the design process, allowing them to make recommendations to help ensure that schemes are safe for all users.

An RSA can also help identify potential safety issues early, reducing risk and avoiding changes later in the design process.

When do I need an RSA?

In basic terms, any proposed works to the public highway requires a Road Safety Audit (RSA), whether the works are promoted by a developer, local authority, or other organisation.

There are four stages that require an RSA:
  • Stage 1 – preliminary design
  • Stage 2 – detailed design
  • Stage 3 – post construction
  • Stage 4 – post opening monitoring
Sometimes Stages 1 and 2 can be combined, which happens frequently at the S278 design stage for developments.

Why use LTP to produce my RSA?

LTP has accredited and experienced Road Safety Auditors who undertake fully independent audits in accordance with the relevant standards (DMRB GG 119). Where LTP has prepared the design, audits are always carried out by qualified auditors who have had no involvement in the design process.

LTP is committed to maintaining a highly skilled and professional team. All LTP staff are members of relevant professional bodies, and many are professionally qualified and registered with the Engineering Council.

LTP coordinate RSA site visits, which may require officers to attend, and sometimes must be undertaken during hours of darkness.

London Quietways

Major cycling infrastructure programme across London, aimed at improving safety and accessibility for cyclists.

Our role

LTP led Stage 1 and Stage 2 Road Safety Audits across 126 sites, alongside design reviews of proposed cycling infrastructure. The work was supported by ongoing coordination with Transport for London, London Boroughs and other stakeholders.

The outcome

LTP’s work supported the delivery of safer and more practical cycling infrastructure, ensuring schemes were proportionate and aligned with wider programme objectives across London.

Do you cover sites across the UK, or in specific locations only?

We work across the UK and have delivered projects from Aberdeen to Devon. While a large proportion of work is in the North and Midlands, we regularly support schemes in London, Wales, Scotland and Ireland.

 

How quickly can you produce the RSA I need?

Road Safety Audits are typically completed within 2-3 weeks, once the designs are ready. However, an increasing number of highway authorities require an approved Audit Brief ahead of undertaking the formal site visit. We can assist in this process, where required, as we appreciate that many clients are not aware of the full and formal requirements for the RSA process.
