What is an access appraisal, and a feasibility study?

A key issue for most developments is the provision of a suitable highway access that meets the requirements of the local highway authority. LTP has extensive experience in assessing common issues like visibility splays, vehicle tracking (swept path analysis), road width, radii, and junction type. LTP’s team combines highway engineering and transport planning expertise to ensure that access designs are suitable in all respects.

LTP produce Highway Access Appraisals (HAAs) for developments large and small, irrespective of the proposed land use. For smaller schemes, access suitability is often the sole transport consideration.

There can be other transport issues to consider for a site though, so LTP also prepare feasibility studies that cover access alongside wider transport matters such as sustainable travel options, road safety and potential off-site impacts.

When does appraisal and feasibility work take place?

There are benefits to early appraisal of access options, particularly in understanding site constraints such as land availability and the potential need for third-party land.

LTP typically undertakes feasibility work at an early stage in the development process, often to support Local Plan promotion or to compare the opportunities and constraints of different sites.

However, access issues can also arise later, for example during the planning process following consultation with the local highways authority. LTP can provide targeted support at any stage to address these issues.

Beck Lane, Sutton-in-Ashfield

Residential development of 322 homes accessed from a new signal-controlled junction.

Our role

LTP undertook an initial access appraisal at the pre-application stage, assessing options for a safe and suitable connection to the adjacent busy ‘A’ road. This informed the design of a signal-controlled junction, which was subsequently developed through the planning process alongside a Transport Assessment and supporting technical work.

The outcome

There was no objection from Nottinghamshire County Council Highways. The scheme was allowed on appeal and has since been constructed, with the approved access strategy forming a key part of the development’s delivery.

Can you review my site and identify any potential highways issues?

Yes, as part of every fee quotation we carry out an initial desktop review of your site. If there are likely to be significant or potentially insurmountable highways issues, we will highlight them at an early stage.
 
That said, we are experienced in working with constrained and challenging sites, and can often identify practical, workable solutions. To discuss a site, feel free to get in touch.
 

What information do you need to provide a quote?

Typically, we need the site location and a brief description of the proposed development (e.g. number of dwellings or floor area), and any available plans or drawings are helpful.

If you have any pre-application feedback from the Council’s Highways team, then we can tailor our approach to cover all of their comments.

If information is limited, we can still undertake an initial review and guide you on the next steps.
