What is a route assessment for energy infrastructure

Route assessments consider whether vehicles can safely access a site using the existing road network. This is particularly important for energy infrastructure projects such as Battery Energy Storage Systems (BESS), solar farms and wind turbine developments, which often involve large or abnormal load vehicles.
The assessment reviews the suitability of the route in terms of geometry, constraints and operational considerations. This typically includes junction layouts, road widths, bends, gradients and visibility, alongside swept path analysis to demonstrate that vehicles can manoeuvre safely along the route.
Route assessments may also identify locations where temporary or permanent mitigation measures are required, such as localised widening, vegetation clearance or traffic management arrangements.

When is a route assessment required?

Route assessments are typically required where development proposals involve large construction vehicles or abnormal loads accessing a site. This is common for renewable energy projects, including BESS installations, solar farms and wind turbine developments, particularly where sites are located in rural areas.
They are often prepared to support planning applications, either as part of a Transport Statement (TS) or Transport Assessment (TA) transport assessments & statements, or as a standalone report where access is a key issue.
Renewable energy projects will also typically require a Construction Traffic Management Plan (CTMP). This sets out how construction traffic, including large vehicles, will be routed and managed to minimise impacts on the local highway network and surrounding communities.

Battery Energy Storage System (BESS) development requiring access by large and abnormal load vehicles via the rural road network.

Our role

LTP undertook route assessment and vehicle tracking to determine whether HGVs and abnormal load low-loader vehicles could safely access the site. This included swept path analysis along rural routes to identify constraints and inform suitable access arrangements.

The outcome

There was no objection from Derbyshire County Council Highways, helping to demonstrate that the site could be accessed safely and enabling planning consent to be secured.

Do I need a Transport Assessment (TA) or a Transport Statement (TS)?

This depends on the size and type of development, as well as local requirements.
In general, smaller developments are supported by a Transport Statement, while larger or more complex schemes require a full Transport Assessment.
We can advise on the appropriate level of assessment following an initial review of your site.
In practice, the scope of the assessment is more important than the title of the report, and we can advise what is likely to be required by the Council.
 

How quickly can you produce the transport report or drawing I need?

Timescales vary depending on the scope of work, although typical programmes are:
  • Transport Statement (TS): typically 2–3 weeks
  • Preliminary highway design: typically around 2 weeks
  • Detailed highway design: typically a minimum of 2 weeks, depending on complexity and availability of third party information
